UNITED NATIONS — There were no witnesses to an encounter six years ago, in an executive office high in the glass tower of U.N. headquarters, between Luis Maria Gomez, a powerful U.N. official, and Catherine Claxton, an American office worker. Later, Claxton claimed Gomez shut his door precisely to prevent anyone from looking in. She charged, years afterward, that he grabbed her and kissed her.
