On September 9, 2024, Vanuatu, Samoa, and Fiji submitted a proposal to the UN Secretary-General to amend the Rome Statute of the International Criminal Court (ICC) to include “ecocide” as an independent crime under Articles 5 and 8. This proposal aims to protect the natural environment, which has largely been overlooked within the humanitarian-focused framework of international criminal justice. The policy brief contextualizes this proposal within the broader ecocide debate, examining its historical evolution, definitional challenges, procedural options, and political implications.
